Glimpses of history


The first research subdivision of economic-geographical profile was created in 1946 within the Kyrgyz branch of the Academy of Sciences of the USSR. In 1947 on its base the independent Economics Department was created. After the establishment of the Academy of Sciences of the Kyrgyz Republic SSR in 1956 a center for economic researches – the Institute of economics of the republican Academy was created for the first time.


For more than half a century its name has changed several times: the Institute of Market Economy (1992), the Institute of Economics and Political Science (1994), the Center for Economic Research of the National Academy of Sciences of the Kyrgyz Republic (1998), which in 2003 by the Government Decision No 181 of  03/04/2003 was given the name of academician Dzhumagul Alyshbaev. In 2008 the Center for Economic Research was transformed into the Institute of Economics.

Transformation pursued the goal of bringing the research at the  Institute closer to market requirements, because the long-overdue problems of improving the structure of the economy, enhancing the complexity of the economy, creating missing production in the country now have to be solved in difficult conditions for the formation of a full-fledged market economy.


Directors of the Institute of economics at different periods:


 - Lailiev Jumakan Sulaimanovich, corresponding member of the NASKR, doctor of economics – 1956-1959, 1982-1990, 1994-1998;

- Alyshbaev Jumagul, academician, doctor of economics – 1959-1960;

- Otorbaev Kaip, academician, doctor of geology – 1961-1963; 

- Moldokulov Aidarkan, corresponding member of the NASKR, doctor of economics – 1964-1981;

- Jamankulov Bolot Saparovich, candidate of economics – 1991-1992;

- Alyshbaeva Aichurek Jumagulovna, candidate of economics – 1993;

- Dyikanbaeva Toktobubu Sayakbaevna, doctor of economics – since 1999.


The Institute's fundamental goal is to conduct fundamental and applied scientific research in the field of economics. At the present time the economic science is facing serious tasks, the successful solution of which should contribute to a quality transformation of the economy and its rise to a fundamentally new stage of the market development. Currently, the Institute is working on a project devoted to the analysis and formulation of development goals with investigation of modern theories of economical development, institutional problems of economic growth, directions and problems of entrepreneurship development, analyzing the potential and weaknesses of the real sector and infrastructure, also exports and imports between Kyrgyzstan and the EEA countries,  the opportunities and risks of the financial and social environment of the regions of the Kyrgyz Republic.

Based on the results of the research, monographs, books, brochures, textbooks and manuals were published, including: "The shadow economy of the country in the transition period"; "Reflected economics or economics in monetary and financial terms"; "Problems and prospects of tourism development in the mountainous conditions of the Kyrgyz Republic"; "Actual problems of development of Kyrgyzstan economics at the present stage"; "Economic, social and political geography"; "Market transition in direct and immediate perception"; "What taxes do we need?"; "Problems of developing a democratic society in Kyrgyz Republic"; "Small business, cooperatives, credit unions as the basic factor of regional development"; "Market economy is an eternal economy"; "World economy and international economics relations"; "Draft concept of  food security"; "Stock market"; "Financial management"; "Theory and methodology for assessing the probability of crisis"; "Strategic planning at the enterprise"; "Taxation in the Kyrgyz Republic"; "Environmental economics"; "International financial markets"; "The social charge of the corporate-market economy"; "Draft concept of the development of the regions of the Kyrgyz Republic"; "Inter-regional inequality and its impact on the economic development of the Kyrgyz Republic"; "Economic theory"; "The emergence of the market system in countries of transition emerging economies”.

The monograph of the Institute "World financial crisis: deepening contradictions or new opportunities?" was awarded the 1st place in the competition of scientific works within the framework of the VI Astana Economic Forum and a premium of 1 million tenge (2013). The monograph "Theory and methodology of assessing the probability of a crisis (on the example of the Kyrgyz Republic)" (2013), which was submitted by the Institute for the "Ideological Breakthrough" competition, held by the Foundation for Progressive Initiatives, had won the first place and was awarded a certificate and a reward of 100,000 soms. The Institute employees were awarded with the "Akyl Tirek" premium for their high scientific results.


Main results


The results of scientific research on the most important theoretical and applied areas were reflected in monographs, collections, brochures and articles published not only in the republic, but also abroad. Since the creation of the Institute tens of thousands of monographs, brochures, textbooks and teaching aids, articles have been published.

      The independence of Kyrgyzstan, its formation on the path of democratic and market reforms, marked a new stage in the development of the academic science of Kyrgyzstan.


The Institute of Economics in the 90s took part in the development of the government program of stabilization of the national economy and transition to a market economy. It reflects the issues related to the development of the conceptual foundations of market relations in the context of state sovereignty.

     Under the supervision of academician T.Koichuev and with his participation, “The Government Concept of the Economic Policy of Kyrgyzstan in the Transition Period” and “The Program of Transition to the Market” were developed, which were approved by the Parliament. T.Koichuev was the chairman of the first working commission of the Government on the preparation of the transition to the national currency, and then a member of the Committee on the introduction of the national currency.


International cooperation


Within the framework of international scientific cooperation, the Institute keeps links with the relevant institutions of the CIS and Central Asia: Russia, Tajikistan, Kazakhstan, China, Turkey, Malaysia, the Institute of Central Asia of the Academy of Social Sciences of the XUAR, PRC, and the Institute of International Relations of the Ministry of Foreign Affairs of the KyrgyzRepublic. The Institute cooperates with the Center for East Asian and  SCO Studies of the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of Russia. Close ties have been established with the Korean Institute of Economic Policy.

Director of the Institute Dr. Dyikanbaeva Т.S. participates in the Scientific Council for the Science of the IAAS as a member. She is also a member of the Baku International Humanitarian Forum and participates in its annual work. Dyikanbaeva Т.S. is a member of the editorial board of the "Russia and the NewEurasianStates" quarterly magazine, published by the Institute of World Economy and International Relations of the RussianAcademy of Sciences.

Employees of the Institute take an active part in various international conferences, symposia, seminars, roundtables, where they make presentations. Monographs and articles financed by international funds are also published.

The book "Economic progress and national development" by the head of a Department, Ph.D. Jamankulov B.S. participated in the International competition for the best research project "Scientific Book", conducted by the International Association of Academies of Sciences and won the "Grand Prix", and the institute became a laureate of this competition.
